Having reference to previous correspondence on the
subject of the recently instituted levy on prepared opium, in
the province of Kuangtung, I have the honour to inform you that
His Majesty's Chargé d'Affaires has supported at the Wal Wu Pu the proto theprotests which I have addressed to the Acting Governor General
regarding the incidence of the levy, in so far as raw opium is
concerned.
The Board, while refusing to admit that a levy on pre-
pared opium in a Treaty port constitutes an infraction of the
Chefoo Convention, are willing, however, to consider, and
consult with Canton upon, a suggestion that no time limit, within
which opium must be boiled down, be prescribed.
I should be glad to learn in what light a proposal of
this kind would be viewed by those interested.
